Vinay Bhargava


Dr.Vinay Bhargava, formerly of the World Bank, is an author, professor, and consultant based in Washington, DC and Hyderabad, India. Currently, he serves as Adviser to the Partnership for Transparency Fund, and as a member of the Professional Advisory Council for the Gerald H. Read Center for International and Intercultural Education at Kent State University, USA.

In 2007, Dr. Bhargava was Senior Advisor for Public Sector Governance and External Affairs at the World Bank. From 2002 to 2006, he was Director of International Affairs and Operations at the World Bank with responsibility for analysis of global issues, outreach to civil society organizations, and operations management for the World Bank’s External and United Nations Affairs Vice-Presidency. From 2001 to 2002, Dr. Bhargava was responsible for the watching briefs on the economic and political developments in Myanmar, South Korea, and North Korea. From October 1995 to July 2001 he served as the World Bank’s Resident Representative and Country Director for the Philippines, managing all lending, technical assistance, and knowledge-sharing activities.

Dr. Bhargava has traveled extensively worldwide and has over 25 years of experience in the design and implementation of economic development projects and strategies in South Asia, East Asia, Western Africa, Eastern Europe and Middle East. His specific areas of interest and expertise are: governance and anti-corruption; global development issues; International Financial Institutions; and the design and evaluation of development projects, programs, and donor assistance strategies.
During 2005 and 2006, Bhargava held Adjunct/Visiting Associate Professor appointments at Georgetown and American Universities in Washington, D.C, and Hiroshima and Kobe Universities in Japan, teaching courses on corruption, development, and global issues. He has participated in and delivered speeches/seminars at worldwide events. Recently he developed and directed a distance learning seminar series on global issues which involved participating students from over 20 universities from Asia-Pacific, Europe, Latin America, Africa, Middle East, and North America.

Dr. Bhargava is the lead author of the following World Bank publications: Combating Corruption in the Philippines, (published in 2000), and Challenging Corruption in Asia. He was editor of Global Issues for Global Citizens, published by the World Bank in September 2006. He has contributed a chapter to the book The Many Faces of Corruption, published by the World Bank in 2007.
